You give the clerk the money you want to send, they create the money/postal order, you mail it with your order. It was very useful if you didn't have a bank account or if you wanted to send an international order.

Given how lights and sound systems operate these days, I could even call it a sensible precaution (just because Guiliani and Cuomo aren't tech savvy, that doesn't mean they don't have disgruntled followers who are).
