You can easily confirm that from various vendor docs. On Qualcomm SoCs it's SPU firmware, and in fact the "bios" only loads the lite version which only contains the TPM and none of the chip-to-cloud stuff. Only Windows boots the full version.

Today in "the cyberpunk future we got": at a little local awards ceremony for partners of a cooperative bank, one neighborhood org was gifted —no joke— some RAM sticks, an SSD, and a bunch of food. Absolutely last place I expected to encounter the DRAM&NAND crisis at but here we go

Like my label printer that I thought just broke, until I eventually plugged in a C-to-A cable and it started charging again…
