LA NOTIZIA: Piano Mattei, il partenariato si scrive in cambiali
8.800 miliardi di dollari. Tanto pagherà il Sud globale nel 2026 per rimborsare il proprio debito, circa 225 volte i 39 miliardi che nel 2024 ha ricevuto come finanza climatica a fondo perduto: lo calcola ActionAid con Development Finance International nel rapporto “Il debito alimenta la crisi climatica”, portato oggi in audizione parlamentare sulla terza Relazione annuale del Piano Mattei. Nei Paesi più vulnerabili il servizio del debito vale quasi 25 volte la spesa per il clima e si porta via il 65% delle entrate pubbliche.
Giorgia Meloni il Piano lo ha presentato come «una cooperazione da pari a pari, fondata sul rispetto». Solo che i 18 Paesi partner ricevono soprattutto prestiti, e 11 di loro sono già classificati fortemente indebitati mentre nove stanno nella lista dei Paesi meno sviluppati delle Nazioni Unite. In Senegal, entrato nel perimetro nel 2025, il debito costa oltre 600 voltela spesa pubblica per il clima, e in Mozambico, dove il rapporto è di 117 a uno, la pressione dei creditori spinge il governo ad allargare l’estrazione di combustibili fossili che verrà finanziata con altri prestiti.
Il canale principale è il Fondo Italiano per il Clima, 4,4 miliardi incardinati al ministero dell’Ambiente e gestiti da Cassa depositi e prestiti, che dentro il Piano Mattei può erogare anche in regime non concessionale, cioè a condizioni di mercato, mentre IrpiMedia ha documentato come abbia spostato la finanza climatica italiana dalle sovvenzioni ai crediti.
«Dietro la retorica del partenariato alla pari si nasconde l’interesse a collocare l’Italia nella competizione per le risorse africane», dice Cristiano Maugeri, esperto di giustizia climatica per ActionAid Italia, che chiede di cancellare i debiti insostenibili fino a portarne il costo sotto il 10% delle entrate pubbliche, e calcola che basterebbe a finanziare sei volte i piani climatici nazionali dei Paesi che oggi li rimborsano. Sei volte. L’Italia offre invece credito a chi sta già pagando il conto di emissioni prodotte altrove, proprio lì dove la crisi climatica ha già divorato il margine di bilancio. Il partenariato tra pari, letto in contabilità, si chiama esposizione.

The Global South will pay this amount by 2026 to repay its debt, approximately 225 times the 39 billion it received in 2024 as climate-related grants: this is calculated by ActionAid with Development Finance International in the report “Debt Fuels the Climate Crisis,” presented today at a parliamentary hearing on the third Mattei Plan annual report. In the most vulnerable countries, debt service is almost 25 times the climate spending and takes up nearly 65% of public revenue.
Giorgia Meloni presented the plan as "peer-to-peer cooperation based on respect." Only that the 18 partner countries primarily receive loans, and 11 of them are already classified as highly indebted while nine are on the list of least developed countries of the United Nations. In Senegal, which entered the perimeter in 2025, debt costs more than six times public climate spending, and in Mozambique, where the ratio is 117 to one, creditor pressure pushes the government to expand fossil fuel extraction, which will be financed with other loans.
The main channel is the Italian Climate Fund, €4.4 billion earmarked for the Ministry of Environment and managed by Cassa Depositi e Prestiti, which within the Mattei Plan can also disburse in non-concessionary regimes – that is, at market conditions – while IrpiMedia has documented how it has shifted Italian climate finance from subsidies to credits.
“Behind the rhetoric of peer-to-peer partnership hides an interest in positioning Italy in the competition for resources in Africa,” says Cristiano Maugeri, a climate justice expert for ActionAid Italia, who calls for the cancellation of unsustainable debts until its cost falls below 10% of public revenue, and calculates that it would be enough to finance six times the national climate plans of the countries that today repay them. Six times. Italy instead offers credit to those already paying the bill for emissions produced elsewhere, right where the climate crisis has already devoured the budget margin. The partnership between equals, read in accounting, is called exposure.

"The Indian Ocean coastline of northern Mozambique is a sandy flatland where palm tree forests dominate the interior whilst near the shore, mangrove trees line the mouths of the blue sea. Despite being the poorest part of the country, it’s an idyllic land of beauty where the biggest human populations prefer to live near the ocean for the ease of trade and to forage seafood resources.
"However, the region is facing significant effects from climate change, such as the super cyclone that hit the districts of Mecufi and Milamba in December 2024. Keeping land, livestock and vulnerable members of society from being swept away into the ocean hinges on wild plants: the mangrove in particular, says Josica Nada, a community leader and forestry activist in Mecufi. 'We are not planting mangrove plants out of eco-green fashion, but survival,' he says of what he calls his community’s 'heroics' in replanting a two-hectare coastal zone with mangrove plants in the past five years.
