I just merged a nice patch by Richard Allen for @GIMP@floss.social's JPEG import plug-in.
With a recent enough libjpeg-turbo (most used JPEG lib), loading 8-bit JPEG through the 12-bit pipeline brings huge quality benefits.
It comes at the expense of all JPEG being loaded as 16-bit per channel, which means bigger files. Yet the qualitative difference is making this change a no-brainer.
Loading as 8bpc then converting to 16bpc, you already lost data (unlike loading directly as 16bpc).
