Air Canada used to be a crown corporation. when a deal was reached to privatize it, back in the 1980s, the gov't set out several conditions for that to happen. these are laid out in the Air Canada Public Participation Act:

the most notable of these are:
• the company's headquarters must remain in Montreal.
• Air Canada is subject to the Official Languages Act. it must provide all of its services in both English and French, just as though it were a branch of the federal gov't.
so when people get upset about AC not providing services in both official languages, it's not just annoyance with a large company. it's seen as AC not upholding its end of the social contract that it signed in exchange for allowing its privatization.
