All you would need to do is first, make sure the other country you want your other callsign from will let a foreigner get a callsign and would also allow remote exams, and two, study their rules, regulations, and other relevant ham radio stuff within that country, and three, schedule the exam, pass it, pay for your license fees if applicable, and you'll get your second callsign. Information varies by county.
EDIT: it helps a lot if you have a friend who will lend their address to you.
