The document shows a shift at ICE towards lawless roving patrols. There's obviously no requirement for American citizens to carry proof of citizenship at all times. One especially ridiculous case, ICE agents abducted a US citizen walking home from the gym. The agents put a citizen into handcuffs and dragged him into an unmarked car that had no license plates at all! Once in the car they scanned his face using the DHS app MobileFortify.
