@ryanmcshane@fosstodon.org I read it as something like "foo of x equal to 3", and would probably call = in that context the "parameter assignment" operator if I wasn't just calling it the "equals sign".
The R language definition doesn't seem to give it a name but does say: "Although it is not strictly an operator, it also needs mentioning that the ‘=’ sign is used for tagging arguments in function calls and for assigning default values in function definitions."
