Yeah comfort is a factor.
Many of Sydney's old tram routes are all day frequent now, which is easier to deploy with buses than trams. Same with accessibility improvements and generally a bus is faster in mixed traffic than a tram. Speed, frequency and to a lesser extent accessibility are bigger determinates of function (and thus patronage) than comfort.
Of course if trams are separated from mixed traffic its a different story - hence the high patronage on l1,2,3 (we won't mention l4...) but it seems like thats easier to do as a brand new project than as an update to existing infrastructure.
