Nobody ever provides any source for this claim because all the research done on consequences of raising taxes on the rich essentially says there's little to no impact on rich people leaving.
Sociology says it's partly because they have their social circles and lives in the country they live in, it's not socially easy to leave, and most the time, the tax raise is not big enough to motivate them to actually leave.
