Hydrus downloads and manages all kinds if files. By downloadind a plugin ("downloader") from github for, say, e621, then yall could pull as many "species:dragon" (or other tags) as yall would like.
We had a huge collection, and we frequently used it for reference.
Also yall may check good places to find art references that are not full of AI trash
That list is full of useful resources, and booru/imageboards (like e621, gelbooru, safebooru, etc) are listed there.
Also for browsing sites like pinterest or tumblr, yall may use frontends (alt UIs that aren't shit, or require sign ups) then take a look at this

These images are imported from imageboards using the Hydrus software, which downloads the images plus the tags and you have your own local booru.
