But a lot of it focuses on video (WebVTT) or the mechanics of doing a high-quality recording/transcription, rather than what I was hoping for, which is more simply "what's the equivalent of an alt attribute so I can provide the content not-in-audio-form"?

Do you have any recommendations as to how to make audio tracks on web accessible with a transcript?
I figure I can roll my own with what feels right, but best practice recommendations are very much welcomed.
