@thevhswizard@retro.pizza likely not what you're looking for, but it should be fairly straightforward to create one with a free and open-source tool like @inkscape@mastodon.art. a friend with such skills, or perhaps an internet volunteer, could probably help out.
some tattoo artists could also happily include the design and drawing process in their service.
as for the potential arcane risks, i really can't say.
