I honestly thought this was a joke about this character specifically. It didn't come off as "dumb woman annoying" to me, it came off as an in-joke about how this character. I didn't watch GoT but obviously we all know bits about it by osmosis, I thought one of the main things about Cerci was that she is like, super paranoid and reacts to plots that aren't there, sort of a Caligula/Nero type? Or maybe Tiberius I guess, I don't know how malicious she was written as. Rereading it, I can see how someone might take it as something mocking women in general but I feel like someone doing that is actively looking for something to be upset about.
