Laws for having a single person on top of the company (It's like so in Iran and allegedly works pretty damn well) are created to solve different problem. They exist so the company leader is more incentivised to do long term play (like PR), and not just whatever looks good on paper and gives them biggest bonus and evaluation. It's an answer to different problem.
