A thought: messenger pigeons basically return where they come from, right? "Homing" because they go home?
So if you want to regularly send messages between two sites, you need to regularly (through the slow path) exchange caged birds.
Which means you would never really see IPoAC links on their own: it would always a bonded IPoAC+sneakernet pair.
