In some countries fines for individuals are expressed as "weeks of income", so if a billionaire gets caught speeding they will end up paying maybe millions in fines.
Fines are supposed to be equally painful for everyone, not easier for the rich.

There are already specialised tools, but nowadays a lot of people just expect DMs to be encrypted.
Most don't want to use specialised tools I guess.

According to one of the developers (ClearlyClaire) the encryption is already done, they're just waiting for agreement on a cleartext format.
