  Why is housing scarcity inevitable because of NIMBY, but not data center scarcity? Why is popular sentiment such a larger factor in our residential zoning than our industrial zoning? What's the wind in the sails? Could it be that authority rests not in the hands of the people or their representatives, but instead in a cartel of firms?
