These sounds too unrealistic to me. First off, bordering countries are themselves either corrupt (e.g., Iraq), hardliner (e.g., Afghanistan), double agent (e.g., Turkey, Azerbaijan), or show-off (e.g., Pakostan). None of them have the back bone to allow/support such things.
Also, in case it didn't come into your news radar, a guy was beaten to death by "security forces" just because he used a Starlink:

@Mehrad there are certainly implementation problems. I notice a solution was found for bombs. Leaving aside that the Iranian security forces may best people to death because they can, rather than anything more specific, Starlink is perhaps more visible and attributable than some devices. But a definite route into a network.

@Mehrad I'm old enough to remember - vicariously - Samizdat; dial-up bulletin boards, and CIX/AMEOL2. And for that matter CW over HF on valves. The bandwidth needed for information transfer is smaller than is often thought.
