Last week, the government published its long-awaited review into Personal Independence Payments. It confirms what disabled people have been saying for years: PIP matters, but the system isn't fit for purpose. Good news on the surface. But buried in the small print is a catch: any changes have to fit within a budget the Treasury set before the review even started. So no matter what disabled people tell it, the final recommendations this autumn have to add up to a number that was already decided. #PIP
