@austin I am not a historian but I don't think he's naive, at least not completely.
He's not a princeling or what so ever and he managed to become the leader of the Soviet Union so he, unlike the current Chinese/North Korea rulers, must know better that his efforts of reform will meet resistance and have a good chance of failure. Yet he chose to try. I think that's more of admirable courage to do the right thing for his country and people.
On the other hand, if you look at China, especially now, where is their Gorbachev?
