On #NCSLSummit federalism panel, Maryland Del. David Moon mentions the bill he introduced - scoffed at initially, but later passed - to enable the state to put liens on federal property for unpaid sums owed. Utah House Rep. Ken Ivory says he’d like to borrow that idea for Utah. #Bipartisanship
