What does "tamper" mean in this context? If it just means "someone else in physical possession of the phone could reflash it with a ROM of their own choosing", that's unproblematic. If it means "someone else in physical possession of the phone could bypass the lock screen PIN, and therefore the internal storage encryption, and access all the data", that's not so unproblematic.
