Well do I have news for you then... Not only was the EU already requiring the public sectors' websites to be accessible (see WAD), it is now requiring a plethora of private sector *products* to be as well:

The question about enforcement remains. I am certain there will be proactive enforcement when public procurement is concerned. But for private businesses enforcement will have to be triggered by signals.
