LibreOffice Draw ist eine gute Empfehlung, mir ist hier letztens auch "Censor" über den Weg gelaufen. Noch relativ jung, kann nicht sagen ob es garantiert in jedem Fall sicher schwärzt. (PDFs sind kompliziert. Sicher schwärzen auch.)
