Yes, if you’re going to vote once for Sand or Sewage, you take Sand. But that is NOT the real choice. What you’re actually voting for is “Sand now, Sewage to follow, since we’re eliminating Salad”. See 2020 - and how that led to 2024 - for a perfect example.
