@mks_h@mstdn.social @fizzyizzy05@tech.lgbt that file gets made by the service that adds the repository, it checks if it exists only to see if it has successfully injected its payload into your system already or not.

@fizzyizzy05@tech.lgbt @mks_h@mstdn.social if I'm using a version of Fedora that did not come with flatpak and install just the upstream flatpak package, this service will add their repo without my consent. Every other distro gives me a flatpak installation with no active repositories.

There are separate packages that contain the RPM repositories used by Fedora. They could have very easily made another one that contains this repository, but chose not to. The recommends system exists for this use case.
