OSS communities dont want liability (which I get) but do expect schools to choose it. Or if there is empathy towards the public sector they expect goverment to fund schools properly for technical expertise to do everything themselves.

I like the framing as an "expectation game", because it seems applicable on other levels too.
For context: I get all kinds of people foaming angry when a school chooses BigTech (not a proponant myself) instead of FOSS alternatives.

He makes it already explicitly clear: he wants to provide ZERO services.
Labeling a coder as a supplier (even if he packages) is like saying every author and editor on Wikipedia is a supplier for my students and hence a supplier for my school when they use it.
