That is, a friendly civil servant will bend the letter of the rule to better accommodate its spirit. In other words: try going there and make your case in a way that elicits sympathy/outrage. Just pointing out the pragmatics of it all: Most of the time building as a solution to the housing crisis is used within a framework that implicitly (and purposefully) obscures the structural reasons of it all (the manufactured aspect of the 'crisis') and sidelines the suite of other policies you mention. @peter@thepit.social but he's also giving structural reasons as to why simply focusing on building (as the "abundance" psy-op would have us believe) will not solve the problem if we don't address the elephant in the room. And this doesn't necessarily lead to maximalist stances (i.e., revolution) but to demand: taxation on multi-properties (à la Mandani), rent caps, PUBLIC housing, and, yes, expropriating large tenants (i.e., banks, etc.).
