Wayland was designed from scratch because X11 and its de facto standard implementation Xorg had design defects that precluded many usecases and features one would expect from a modern display system.
The issue here was the design of X11, the specification, which was wholly unsuited for the needs and reality of modern hardware and usecases, and genuinely required something completely new.
