@denny @KathyReid specifically when Google added behaviour-based ad targeting was a huge inflection point, yes.
Underlying accelerant was and is the US American cancerous idea that corporations are "persons" beyond the ability to hold credit and/or debt, and thus have rights beyond some basic property ones. In a legal framework set up to favour the richer party to any dispute, this ensures the ratchet only ever goes one way.
It would have helped, and could still help, if at any point European leadership decided that between them they have at least one functional vertebra.

@gmh but that's the point, no? Absent the existence of external reference points, nevertheless some points must be defined as the border between one thing and the other, and the idiom makes the underlying arbitrariness of the specific choice quite clear.
Age of consent / maturity is an obvious example, in each of its specifics. Ten is too early, thirty perhaps a bit late, but e.g. for drinking beer, Germany says 16, the UK 18, the USA 21. Lines in the sand, nevertheless legally quite strict.

@xahteiwi FWIW, the course builder project's home page starts with "[t]his page has been archived for historical reference sake. engEDU is no longer actively working on these projects", and the list of "our courses" have all been upgraded to 404-compliance.
So I guess the answer is "not on purpose"?
