There's a structural counterpart to the political hesitation: the interconnection queue is already acting as a natural brake. ~2,500 GW of generation + storage sit in US queues. IEA projects data center demand at ~945 TWh by 2030 — roughly South Korea's entire consumption. The queue — not legislation — is the binding constraint on AI infrastructure expansion. And local tax revenue calculus means even 70% national opposition doesn't translate district by district.
