Looks like you need to find the "Amendments" section at top of [1] to find Amendment 34 (Am 34) [2], which passed by 307 vs 306. IIUC, Am 34 put strong restrictions requiring specific justification to justify spying, and forbidding spying that bypasses E2EE.
IIUC, if the vote on the overall Regulation (EU) 2021/1232 had passed, then thanks to Am 34, the regulation would have hypothetically been weakened.

At the risk of a divergent conversation :) ... Language + hidden cognitive assumptions about spacetime are what lead to paradoxes about "the same thing" in Minkowski spacetime ;). The terms "time dilation" and "space contraction" are misleading until you understand what they mean (projections) on a spacetime diagram. @cartographer did a boost which suggests that I probably *should* record my lectures on this ... so far there's been no other interest so I've been undecided.

Since it's CC BY-NC-SA, in principle the astro community could hack it and do a version more appropriate to our own current situation. My guess is that in some ways we're a lot more cooperative - but with a lot of GAFAM-ish reliance.

Most people in this thread seem to have continued using the euphemism "advertising" instead of the word "propaganda" [1]. #EdwardBernays, the "father of public relations" [2], would be proud of his success!
