I guess it depends on the business. Some stores I have seen obnoxious kids be asked to leave, and in other cases the cops called. It is the businesses call - since at the end of the day they are liable for the behavior of their customers. In waymos case here if the kids where damaging property along the way - people would report the license plate which belong to waymo.
It is a hard call, but are we sure the waymo did not try to ask them to stop? My guess is the drunk kids had the attitude of "who is going to make me?"
This is very nuanced.
