This is a system failure, not a personality problem.
No matter how benevolent or nasty your billionaire is, it's a system failure.
So, you can't solve it by installing a "good" billionaire.
p.s.: Regulatory capture by the Billionaires of the whole government is ALSO a systems failure, not a personal one. It would've still happened no matter how well intentioned your personal billionaires.
