In my opinion D&D out of the box defaults to hurting people and breaking things to tell a story. It's reinforced with a ruleset that emphasizes combat, with skill checks being a sprinkling on top. After all, the exception to the norm is to have a build that puts skills above combat effectiveness.
Other systems put different weight on other things. For example, a system I've seen but never played is based on Jane Austin novels, and mechanics include writing letters and spreading rumors. There are other systems that are romance focused, but thats not my thing.
You can 1000% play a game of D&D with zero combat though! Sometimes the best system is one that everybody knows, even if you have to bolt on some homebrew to make the mechanics line up with the story you want to tell together. If you have a group that are all motivated to go in the same direction then the mechanics are just there to put up some tiny guardrails on the game of make believe

I have done something similar, but D&D is not the best system for it, I think. I used a slightly modified Cortex system
