Yes, as of now. Adoption really only started back in 2012 and there has been some big progress. In some countries like Germany you can host a game server on IPv6 and everyone can connect. Usually it is businesses, VPNs or people disabling IPv6 due to false information that drag the statistics down.
It is likely to change and increase even further. There are also already a dozen IPv6 only cellular/datacenter networks.
