My work place deemed that if you weren't back by 3pm, that you'd taken the afternoon off. On the grounds you'd do more damage than good. Also, the Friday/last work day before long weekends, especially Christmas and Easter, there was a change moratorium.

It's called Neoliberal economics because it's a Friedmanesque propaganda rebranding of the discredited Liberal economics that produced the Great Depression.
