As I understand it, this is a tool showing which instance blocking which other ones.
No harm in that, actually rather useful.

Why does it have a reason field and why is this user writing to you: "Your instance isn't reliable, and... if you're on it, you're not reliable either." It kind of sounds like a very polite "shut up" to me.
