I'd say ban sales to the general public, who I regard as generally idiots.
Sidetracking, this intrigued me:
"If you cannot respond online, you may send your response by email to fireworksconsultation@businessandtrade.gov.uk, using the response form on this page."
Email is not 'online'?
(ok, under that, they give a postal address)

@suearcher@toot.wales @afewbugs@social.coop I agree - and have said so in the response - I can't see any legitimate reason for individuals to buy any fireworks.
