Good lord be a human being. He’s not taking pictures of anyone’s junk he’s just anxious and can’t be alone with his thoughts long enough even to relieve himself.

You might consider him harmless, other people might be made seriously uncomfortable. I wasn't there in your specific situation, so I can't comment on the details of that one, but if I think there's a reasonable risk of somebody being made uncomfortable, I lean towards saying something. 🧵
