You might consider him harmless, other people might be made seriously uncomfortable. I wasn't there in your specific situation, so I can't comment on the details of that one, but if I think there's a reasonable risk of somebody being made uncomfortable, I lean towards saying something. 🧵

I've basically zero fears of retaliation. If I knew the guy, then saying "dude, a camera phone on the toilets might freak people out" might seem reasonable. Having HR so that if I don't know might seem reasonable. Saying nothing might seem reasonable. Never speaking up because you aren't uncomfortable, when you know others are, that seems much less reasonable
