The bug scientist tells us that the bugs slow down when it is cold. This seems to make their plan to attack chicago a bad one, but I guess it's summer now so they won't all freeze to death.
The lead general plans to evacuate Chicago and then nuke it. The reporter suggests driving the locusts into Lake Michigan, and that gives the bug scientist an idea to attract the locusts to the lake with a fake locust mating call.
