The rollout was to some degree coordinated between desktop environments and distros, so there was clearly an underlying social (and political) cohesion making it possible to *achieve* that critical mass - it wasn't just a purely momentum-based organic adoption process like with many other FOSS things.
I haven't seen anything to suggest that that coordinated rollout couldn't have happened at some later point in time, after resolving some of the common real-world pain points (screensharing, screenshots, ease of implementation, etc.) first, and keeping it on an experimental track (think Microsoft's 'insider builds') for a while longer, to make sure that the first impression of a typical user is good.

@joepie91@fedi.slightly.tech This is hard to say for me, as the way that I remember it is that it really was up to the distro on when to adopt it. Fedora (which has been my distro of choice for a few years now, although if they go too much into the AI direction that might change) was one of the first to go all in, and went that way years before others did. But that also fit Fedora's progressive attitude. And afaik, a lot of issues were hammered out because Fedora made it the default so early in its life. So it definitely didn't feel super coordinated to me, but I'm not super known for my great memory, so I could be very wrong. :)
