The rollout was to some degree coordinated between desktop environments and distros, so there was clearly an underlying social (and political) cohesion making it possible to *achieve* that critical mass - it wasn't just a purely momentum-based organic adoption process like with many other FOSS things. I haven't seen anything to suggest that that coordinated rollout couldn't have happened at some later point in time, after resolving some of the common real-world pain points (screensharing, screenshots, ease of implementation, etc.) first, and keeping it on an experimental track (think Microsoft's 'insider builds') for a while longer, to make sure that the first impression of a typical user is good.
