That may be a concern, if all you are thinking about is the possibility of a sniper attack. In actual fact, the reason why rifles should not be permitted for the ordinary purposes of self-defense, is because a typical rifle is several times more powerful than a typical handgun, and the dangers of overpenetration and misses are extreme.

Not even the police should be using rifles, except for special marksmen squads. That's how dangerous rifles are, and the typical AR-15 round is dwarfed in power by most common hunting rifle calibers. Concerns over the AR-15 are greatly overblown by people who lack awareness of the technical details of firearms, but even the AR-15 should not be permitted for the ordinary purposes of self-defense in public, and shouldn't even be considered for interior building defense.
