Jake is correct about the RSL.
I tend to use GE on FT8, because I can.
Also, yes, suffixes are unrestricted although I've not yet heard any strange ones yet! (personally I think the changes to suffixes is a mistake, but what do I know!)

Unless the Licence is an Intermediate Licence with a call sign beginning with a 2, a ‘Regional Secondary Locator’ (‘RSL’) may be inserted into the transmitted call sign, as a new, additional, second character. 24.
