Again, this is equivalent to my country's Senate throwing out all amendments and returning the bill to the lower house, the largest group in said house that controls the speakership then arranging for the decisive vote to occur when an eighth of members has already made plans to leave for summer recess, and, I assume, requiring its members to vote to enable this expedited procedure

I get that it's complicated on purpose but how does something that doesn't have consent of the majority get recorded as having been agreed to? Am I missing the thing here, or is everyone else? I feel like you can't say there's agreement unless people agreed
