I overstated my success with the dryer. It only heats in test mode, which is an improvement from before, but worthless in terms of normal use. Seems it is probably a bad control board, and there are none in the used or new market to be found. I'm exhausted.

@jeff@noxon.cc have you considered swapping out capacitors? A $0.10 component failure is often the cause of a failed control board and a $1000 appliance. In Mexico you'd find someone who could fix the board.
