Yeah, cos the Local Council and Scottish Parliament elections have a residency clause so having UK citizenship is not enough.
That is fair as my sister born in Scotland but living in England for 20 years does not get a Scot Parl vote as the powers it has do not affect her in England. Whereas a person born in England/Wales/NI now living in Scotland is affected by the Scot Parl so they get a vote.

@raymierussell@mastodon.scot yeah. It is a little frustrating but makes sense as really most of what affects you as a brit abroad is borders and pensions. Arguably tax being partly devolved makes it more dubious now as a restriction.
